ESSENTIAL FUNCTIONS: Under the general direction of the Academic Senate Speaker, the Executive Assistant has administrative responsibility for the efficient operation of the Academic Senate, its committees, and its administrative office. Duties include but are not limited to:  Gather relevant data and information on a wide variety of subjects and advise the Speaker and/or Provost on possible courses of action.  Plan, administer, coordinate, analyze data, and prepare reports to the Speaker and/or Provost. Act as the Provost's designee for implementing the Student Evaluation of Teaching Instrument, including planning, administering, coordinating, analyzing data and preparing a report to the Provost advising of any Unit 3 contract violations.  Analyze and evaluate proposals to determine if proposal will 1) supersede existing policy(ies), 2) have an effect on other existing policy(ies), 3) have an effect on a non-initiating campus unit which should have opportunity for input, 4) be consistent with other governing documents, and 5) conform to established system and/or campus policy.  Advise faculty on how to create resolutions in order to change policies and procedures, or develop policy when no clear policy exists.  Review and provide input on all resolutions before placement and discussion at Senate Executive Committee meetings as well as the Academic Senate meetings.  Represent the Speaker in contacts with key faculty and administrators of the University in obtaining information and communicating information pertinent to the duties of the Speaker.  Organize, draft and/or finalize required correspondence resulting from committee actions; draft, edit and publish report of Senate actions and committee actions.  Plan, coordinate, research, edit, and maintain the Faculty Handbook, as well as the Senates web site Faculty Policies and Organization.  Serve as a liaison between the Committee on Committees and the VP of Business and Finance, VP of University Advancement, VP of Student Affairs, Provost/VP of Academic Affairs and the President for faculty appointments to their committees. Serve as a liaison and resource to the Statewide Academic Senate Office.  Serve as secretary and staff support to the Senate Executive Committee, Committee on Committees, Faculty Affairs Committee, Leaves and Awards Committee, Faculty Budget Advisory Committee and assist sub and ad hoc committees as needed.  Develop and distribute agendas; record transcription and distribution of minutes; supervise preparation and distribution of complete committee roster to faculty and administrators.  Coordinate all aspects of retreats, conferences and seminars sponsored by the Senate.  Project deadlines; collect, quickly analyze, and summarize information from many sources; communicate precedents and existing policies.  Establish annual calendar for elections; compose nomination petitions for all General faculty elections, ballots, notices to faculty, and referenda.  Supervise maintenance and distribution of official eligible voters list for each electing unit; convene Committee on Committees first meeting and oversee tallying of ballots; publish results of all elections.  Plan, organize, and coordinate the functions necessary for the operation for the Academic Senate; establish and monitor goals, priorities, and workflow; assess and evaluate operating procedures and assist in implementing changes and new procedures.  Review Senate mail daily and route items to areas concerned, accompanied with written requests for replies or information where pertinent; write or draft replies with pertinent information for Speaker.  Maintain and, as needed, develop and implement new areas of the Academic Senate web site.  Perform other duties or projects as assigned. QUALIFICATIONS:  Bachelors degree and/or equivalent training and administrative work experience (on a year-for-year basis) involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices or programs.  Full time equivalent of 5 years of high level, progressively responsible administrative work experience which has provided the knowledge, skills, and abilities to be proficient in performing most or all work assignments, preferably in a higher education setting. SPECIALIZED SKILLS AND ABILITIES:  Thorough knowledge of university and CSU system policy and procedures, the Unit 3 Collective Bargaining Agreement, and ability to apply criteria and develop conclusions applicable to the faculty governance structure or similar structure, preferred.  Demonstrated experience in maintaining a website highly desirable.  High level administrative and analytic skills and abilities, including organizational skills, command of language, strong interpersonal communication skills.  Skill in the research, development, and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.  Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.  Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.  Ability to adjust to diverse personalities on a daily basis. Work requires coordination with individuals at all levels within the organization. As needed, acts as a representative to outside entities.  Ability to respond to routine inquiries and explain standard policies and procedures to others.  Ability to work independently without the benefit of continuing instruction.  Ability to establish and maintain cooperative working relationships with students, faculty, staff, and administrators.  Ability to use judgment, discretion, and initiative reflective of a thorough knowledge of professional administrative programs and applicable policies.  Ability to maintain confidentiality.  Demonstrated skill and experience in providing administrative support to committees, (preparing agendas, taking minutes, following-up/tracking action items, etc.)  Demonstrated ability to use a computer (PC or Mac) and standard office software packages to include Microsoft Word, Excel, and Outlook.  Demonstrated fundamental writing and presentation skills to effectively communicate standard information.  The successful candidate must be fingerprinted and successfully pass a background check, which may include checks of employment records, criminal records, civil records, and motor vehicle records. SALARY RANGE: $3,845 to $5,770 per month plus excellent paid benefits. Position will normally be hired at, or near, the entry salary. POSITION IS OPEN UNTIL FILLED.
