(09-0045) POLICE DISPATCHER I JULY 20, 2009
Up to two part-time positions (24 hours/week) for six months (with possibility of renewal and/or increased timebase) in the University Police Department (UPD). UPD is charged with the enforcement of laws and apprehension of violators, the maintenance of order, the preservation of human life, the protection of property, and provision of safety services to the CSU, Chico campus community. Our mission is to provide a safe environment for our campus community through proactive, progressive and professional law enforcement services. POSITION: Under general supervision, the incumbent must be able to work varied rotating shifts, including day and/or night shifts, weekends, holidays, and on-call assignments on short notice or no-notice. The police dispatcher receives, records, and dispatches general and emergency information quickly, clearly and accurately to campus law enforcement personnel, external law enforcement agencies and the public. Responsibilities include: receiving all incoming requests for service either by telephone (emergency or non-emergency) or in person; evaluating the situation and circumstances quickly; following department procedures in carrying out the correct course of action, particularly in stressful situations; maintain constant radio communication with field officers and monitor other police agencies' radio traffic; operating the 911 telephone system; coordinating emergency responses; communicating via computer with other state and national law enforcement agencies; recording and maintaining complaint, arrest, radio, and other activity logs in a computer-aided dispatch system (CAD); preparing monthly statistical reports and routine correspondence; typing and indexing files; processing arrest warrants, citations, and police reports in a records management system (RMS); processing found property; operating various computer systems; monitoring all campus alarms; assisting in fingerprint appointments; remaining calm and making good decisions in emergencies; interacting courteously and professionally with all contacts; and performing other duties as assigned.
QUALIFICATIONS: Requirements include having two years of clerical experience involving contact with the public; or one year of military or civilian public safety (police/fire) experience; or one year experience operating radio or other communication equipment. (Preference will be given to applicants with one year police dispatcher experience and who have successfully completed a California P.O.S.T. certified Basic Dispatch course). Applicants who do not possess a completed California P.O.S.T. certified Basic Dispatch course may be invited to take a written exam. Successful completion of the exam will result in referral for an interview. Incumbents who, upon hire, do not possess a P.O.S.T. Dispatcher Certificate must have the ability to attend and successfully complete the Dispatcher Course within the first year of employment.
KNOWLEDGE, ABILITIES & SPECIALIZED SKILLS: Knowledge of word processing, record-keeping and filing. Must possess the ability to: follow and interpret oral and written instructions and accurately transfer information; read and interpret manuals and codes; speak clearly and concisely; remain calm, act quickly and use good judgment in all situations, including emergencies; effectively handle simultaneous events; work alone without supervision in the dispatch area; maintain the confidentiality of sensitive information; establish and maintain effective working relationships; interact with the public courteously, professionally, and with patience and a positive attitude; learn to operate computer terminals, radios, alarm systems, and telephone/radio recording systems; learn spreadsheet programs and other in-house computer programs; learn geographic features, streets and buildings on and around campus; read maps and floor plans to provide directions to staff in the field; quickly analyze system problems and provide prompt correction of any failures which occur; spell accurately and do simple math computations; and demonstrate ability to perform assigned duties. Must be able to keyboard at a corrected rate of 45 wpm. A current, valid typing certificate (less than one year old) must be submitted with the application. CSUC employees currently in non-typing positions must also submit a current typing certificate with the application.
SPECIAL REQUIREMENTS: Must be able to work all shifts, including day and/or night shifts, weekends, holidays, and on-call assignments on short notice or no-notice. Applicants who do not possess a P.O.S.T. Public Safety Dispatcher Certificate will be required to pass a written test related to essential dispatching skills. The selected candidate(s) must successfully complete an oral board examination, and a personal history background investigation (including fingerprinting). After a conditional job offer, must pass a medical examination (including drug screening), and a psychological examination.
AVAILABLE: ASAP through January 2010 (with possible renewal).
