Description:  

The University of California, Merced is the newest and tenth campus of the University of California system and the first American research university built in the 21st century. With close to 6,200 students, UC Merced has planned for additional student growth until we reach an enrollment of approximately 25,000 students. With undergraduate, graduate, and PhD programs, plans for a future medical school program, partnerships and community involvement, the UC Merced campus is continually evolving, requiring talented, knowledgeable and dynamic educators, researchers, management and staff.

The Department of Physical Planning, Design and Construction (PPD&C) is responsible for all aspects of the implementation of the campus’s capital program, with over $200 million in projects under construction or in design. UC Merced’s 10-Year Capital Financial Plan, which exceeds $1 billion, is intended to support campus growth up to 10,000 students by 2022.

The Director of Construction Services (DCS) oversees management and administration of all construction contracts and inspection services during the construction phase, under the general direction of the Campus Architect & Associate Vice Chancellor for Physical Planning, Design and Construction (AVC-PPD&C). The DCS directs and coordinates all construction contractors, construction administration staff and consultants to ensure cross-project consistency and quality administration, and project completion within approved budgets and schedules, including resolution of technical and contract issues, review and approval of changes in the work, and resolution of claims. The DCS also serves as the Deputy Campus Building Official, providing plan check and inspection services for all campus construction projects, including new buildings and infrastructure, as well as, renovations and alterations.

The DCS is part of the PPD&C management team coordinating staffing and professional development; maintenance, and utilization of management tools for monitoring fiscal status of capital projects; preparation and review of project budgets and alternatives; and implementing administrative initiatives in concert with the Director of Design and Project Management, The Director of Operations and the AVC.

Directly supervises 6 FTE.

Qualifications:   • Bachelor’s degree in architecture, engineering, construction management, or equivalent experience is required.

• 10-15 years of progressive responsible experience in construction management is required.

• Experience working in campus construction environments, including infrastructure development.

• Advanced skills in navigating and achieving balance between ensuring public safety through absolute compliance with codes and contract documents, and still maintain and meet critical schedules and mandates.

• Advanced organizational and analytical skills and skills to meet prescribed deadlines within time and budget constraints.

• Advanced verbal, written, and interpersonal communication skills, including highly developed political acumen, and skill in working effectively with diverse constituencies.

• Advanced innovative and creative problem-solving skills, including problem recognition/avoidance/resolution skills and skills to determine workable solutions that may require applications of technical advice or counsel.

• The ability to obtain ICBO certification within the first 2 years of employment is highly desirable.

• Advanced degree in architecture, engineering, or construction management, with certifications, is preferred.

• A minimum of 5 years of directly relevant experience in an institutional environment is highly desirable.
