The University of California, Merced is the newest and tenth campus of the University of California system and the first American research university built in the 21st century. The Office of the Registrar provides services to students and the public in the areas of registration, classification of residence for tuition purposes, class enrollment, grading, and academic record revision. The Registrar's Office maintains accurate academic records for each student who registers, issues transcripts, enters transfer credit, performs enrollment verifications, conducts degree audits, and issues diplomas. Services to students, staff, and faculty include assignment of classrooms and event space in general assignment classrooms, class rosters, development of the academic calendar for instruction, data maintenance and reporting, and provision of the Schedule of Classes.

The Business Systems Analyst Manager collaborates with the Associate Registrar and University Registrar in the overall support of departmental goals. The Business Systems Analyst Manager has responsibility in several areas: systems management and development while serving as a liaison to broad constituencies, training and consulting, planning and implementation, data analysis and reporting, and supervision and direction of technical staff.

Qualifications:   • Bachelor's degree in related area or equivalent combination of education and experience.

• Experience with systems (degree audit, scheduling, student information systems) and end user reporting tools such as Cognos. Experience with Oracle developer tools such as Oracle SQL, Oracle SQL Developer, and PL/SQL.

• Experience with business process analysis and project management in higher education. Ability to develop implementation plans and recommendations and to communicate complex ideas to a variety of technical and nontechnical audiences.

• Analytical and problem solving skills required to identify problems, gather data, analyze information, make recommendations, implement solutions, and evaluate results. Ability to assess implications of and make decisions based on policy, procedures, and FERPA guidelines.

• Demonstrated ability to independently respond to systems production problems quickly and accurately.

• Demonstrated ability to use systems resources (documents, manuals, publications, vendors, user groups) to maintain current knowledge of the information systems profession.

• Demonstrated ability to work effectively and efficiently in a multi-project and priority-changing environment that includes interruptions.

• Demonstrated ability to provide technical and systems information that is accurate and to provide technical assistance to staff. Demonstrated ability to prepare documents and other communication vehicles that are clearly written, well organized, well structured, accurate, complete, and professional.

• Demonstrated ability to work both independently and in a team oriented environment, to follow through on assignments with minimal direction, and to independently prioritize work. Demonstrated interpersonal skills to establish cooperative working relationships with representatives from the SIS Team, Information Technology, UC Merced Schools, Bright Success Center, Institutional Planning & Analysis, Student Affairs Division, Development & Alumni Relations, Graduate Division, and University of California Office of the President IT staff.

• Preferred: Experience with Banner, Cognos, Ad Astra Schedule, Platinum Analytics, and DARwin or u.achieve.
