Description:  

University of California Merced (UC Merced) campus is the fastest growing public doctoral research university in the nation. UC Merced was conceived both to serve the needs of the rapidly growing Central Valley, one of the world's most productive agricultural regions, and to increase access to the University of California system (UC system) for California's top achievers. Since opening in 2005, UC Merced has grown enrollment to over 7,300 students, including over 500 graduate students, and has an all funds budget of almost $280 million. The campus is expected to grow to accommodate 10,000 students by approximately 2020. UC Merced is the most ethnically diverse campus in the UC system and has been designated as a Hispanic-Serving Institution by the U.S. Department of Education. Sixty percent of the undergraduates are first generation college students. The campus represents an important point of pride for the city of Merced, a city within driving distance of Yosemite National Park and the Sierra Nevada, as well as the state capitol in Sacramento, the San Francisco Bay Area, Napa Valley, and the Monterey coast.

ABOUT THE JOB:

UC Merced is looking for a visionary leader to grow and oversee auxiliary enterprises. The Executive Director for Fiscal Innovation (EDFI) and alternate revenue generation strategies will oversee a comprehensive portfolio of existing enterprises that support student life and academic activities with an emphasis on ensuring excellent customer service while optimizing revenue and operating margin contributions. Existing auxiliary enterprises include housing, dining, campus store, parking, transportation, child care development center, Catcard, conference services and retail contracts among others. The EDFI will have an opportunity to design an organization to enhance the value proposition of existing auxiliary enterprises to better serve students, faculty and staff

The EDFI will be instrumental in developing a matrix organizational structure that embraces the vertical and horizontal intersections of the auxiliary enterprises and other campus organizations leveraging cross-divisional collaboration to ensure alignment with UC Merced’s identity. The EDFI will have the unique opportunity to implement an organizational structure that would allow for governance structure oversight and develop service level agreements with campus organizations for optimization of services with outmost qualify focus. The EDFI will also be responsible for developing proposals for alternate revenue generation activities in collaboration with various campus stakeholders with the goal of providing sustainable financially viable programs that would enhance the student, faculty and staff experience while providing a funding stream to enhance core mission drivers.

The EDFI will work collaboratively within the matrix organizational structure to provide leadership to set and realize goals for service delivery; envision, develop and implement new programs; and track and report progress on success metrics. The Executive Director will lead these units through a long-range plan, and will be a strategic partner to senior leadership across the University. The EDFI is responsible for coordinating budget development and monitoring revenue/expense activity; dashboard reporting; policy development/implementation; business planning; capital investment planning; project management; and process improvement efforts.

The supervised departments employ over 900 full- and part-time employees with annual revenue that exceeds $40 million.

Qualifications:   MINIMUM QUALIFICATIONS:

- A Bachelor's Degree and a record of progressively increasing responsibilities that include at least 8 years of experience with direct accountability for multiple, complex, high volume auxiliary enterprises of similar size and scope. (Advanced Degree Preferred).


- Successful candidates will have demonstrated success in financial and planning/development outcomes with a proven record of developing and implementing complex, decentralized, integrated budget proformas and models.


KNOWLEDGE AND COMPETENCIES REQUIRED FOR SUCCESS:


- Experience negotiating and managing multi-million dollar housing, dining, vending, pouring rights, and retail contracts are preferred.

- The successful candidate will possess knowledge of and experience within a variety of entrepreneurial business models that challenge tradition.

- Financial reporting with multiple business units.

- Proven record of planning and strategy development in support of complex goals and key performance indicators.

- Success as a transformational leader able to influence organizational optimization.

- Ability to build and develop a team that regards Customer Service as “Job One”.

- Proven leadership results in developing and motivating a multi-level, complex team to achieve.

- Experience in budget management, financial analysis, research, and reporting for Executive and Systemwide Leadership.

- Proven success in leading organizational change (systems, process, practices, and structural).

- Excellent interpersonal relationship skills at all levels within the University as well as within the external community.

- Strong analytical, written, and verbal communication skills.


PREFERRED QUALIFICATIONS:

- Advanced Degree in relevant discipline.

- Experience with a complex fiscal and financial accounting challenges of an auxiliary and self-supporting programs that would be associated with a "campus" environment.

- Position requires annual filing of State of Economic Interests (Form 700)
