The Project Manager Director (PMO) is responsible for the operation of the IT Project Management Office. Considered a subject matter expert on campus and often recognized as an expert externally in the industry. Influences and guides the project management methodology and processes used in complex campus projects. Directs and oversees the Program Management Office (PMO) to ensure IT programs and projects meet organization goals and requirements. Develops and implements PMO processes and policies, directs project management staff, and works with other department leaders to define, prioritize, and develop projects and programs. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. Typically requires 5+ years of managerial experience. Responsible for multiple concurrent, Institute-wide projects, typically with oversight of large budgets and cross-functional teams, focused on meeting significant project commitments, including communications with sponsors, stakeholders etc. Oversees the design, testing, planning, and implementation of complex projects for systems that typically affect many users. Leads the development and implementation of a broad, coordinated set of plans and programs to meet the goals and priorities of the department and regularly meets or provides updates to the Vice Chancellor’s Academic and Administrative Counsels.


1) Provides guidance to other project managers, business analysts, and functional partners. Directs, initiates and designs projects critical to the campus. Has overall project management responsibility for broad, campus-wide projects. Develops Project Managers and educates OIT and business partners on PM principles. Assembles and directs large project teams, designs highly detailed and complex project plans and schedules, and may oversee budget and resources. Oversees all aspects of large projects from initiation through delivery including system integration, project communications, vendor partnership and managing risk. Organizes the interdepartmental or multi-institutional activities with the goal of completing the project on schedule and within budget constraints. Leads teams of technical project management professionals as well as other IT professionals.

2) Continuously improve project management toolkits and methodologies used within UC Merced Office of Information technology. The PMO Manager is an expert in all aspects of PMO methodologies and lifecycles. Provide expertise and consulting to project managers in the process of project management and in the softer skills of team dynamics, team building and group motivation. Actively participates in cross-functional groups to solve problems across projects. Provides resources and organizational structure to promote collaborative initiatives. Utilizes a network of relationships to collect and disseminate information, build support, and secure buy-in for desired objectives. Uses basic knowledge of general financial and accounting principles to understand and communicate how decisions affect bottom line for project, for UCM.

3) Identifies, develops, and initiates innovations and solutions where precedents and procedures may not exist. Works cross-functionally to solve problems and implement changes. Analyzes decisions and actions for their support of the larger area's strategic direction. Works with senior management to resolve more complex problems. Cultivate contacts with vendor requirement planners or developers — to obtain information about future vendor developments in the functional area and to try to influence those developments in ways favorable to UCM.

4) Provides leadership, vision and direction-setting for both project teams and business partners. Uses knowledge of mission and core strategy as a basis to develop specific objectives and goals. Viewed as an expert, highly sought after resource, a key advisor to business partners. Drives organizational change taking full account of obstacles, opposition, and differing stakeholder priorities and introduces creative solutions. Acts as a champion for business process changes; act behind the scenes to craft solutions for business problems related or tangential to the project. Is familiar with industry best practices such as ITSM, LEAN, Agile, etc.


Qualifications:   EDUCATION & EXPERIENCE

- Bachelor’s degree in Information Technology, Information Systems, Computer Science or related area and five years of progressively responsible related experience managing IT/related projects or equivalent combination of education and experience.


- Deep knowledge of project management principles, theories, and concepts. May have knowledge of more than one professional discipline.

- Proven leadership ability including effective problem-solving skills, demonstrated ability to put forth persuasive arguments, demonstrated effective writing skills.

- Advanced knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives.

- Demonstrated capacity to anticipate obstacles and plan for contingencies requiring attention to detail and ability to determine relevance and prioritize tasks.

- Demonstrated competency in selecting and implementing project management methods and techniques including use of tools for tracking and reporting multiple project progress.

- Strong conceptual and planning skills to analyze projects of broad and diverse scope. Expertise managing project resources including the cost impact of projects, project tracking tools and metrics.

- Experienced mentor and leader of teams with experience leading a team of seasoned technology professionals.

- Advanced knowledge of principles of computing and communications including hardware infrastructure, networking, software, operations and disaster recovery.

- Thorough understanding of how programs relate to other business unit strategies and initiatives.

- Ability to integrate critical information across disciplines.

- Demonstrated ability to effectively communicate with executive-level management on a regular basis.

- Experience managing large budgets with significant complexity and scope.


- Professional certification in Project Management.

- Master's degree in related area preferred.

- Five years in an IT leadership role, including at least 3 years program management PMO experience.

- Experience in Higher Education preferred.
